10. Lucerne – HDI: 0.789
Luzerna is a Brazilian municipality in the state of Santa Catarina with an estimated population of approximately 5,700 inhabitants in 2019. With an HDI of 0.789, the city is considered one of the 50 best cities in Brazil to live in.
At almost 25 years old, Luzerna is a very young city by Brazilian standards. Previously located in the historic region of Contestado, the small town was part of the newly founded municipality of Cruzeiro – the current Joaçaba – since 1917. After almost 30 years, more specifically in 1948, Luzerna became a district of Joaçaba and finally became independent on December 29, 1995.
